Le livre IV est consacré aux batailles et aux fortifications, le livre V plus court aborde la guerre maritime. EXTRAIT: C'est par un exercice journalier et longtemps soutenu que tous les arts se perfectionnent. Si cette maxime a lieu dans les plus petites choses, à plus forte raison dans les plus importantes: or, qui ne sait que l'art de la guerre est le plus important, le plus grand de tous ? C'est par lui que la liberté se conserve, que les dignités se perpétuent, que les provinces et l'empire se maintiennent. C'est cet art auquel les Lacédémoniens autrefois, et depuis les Romains, sacrifièrent toutes les autres sciences. Aujourd'hui même c'est le seul auquel les Barbares pensent qu'il faut s'attacher, persuadés que la science de la guerre renferme tout, ou quelle peut procurer tout le reste: enfin, c'est l'art de ménager la vie des combattants et de remporter la victoire. Un général d'armée, revêtu des marques du commandement suprême, à la conduite et à la valeur duquel sont confiées les fortunes des particuliers, la défense des places, la vie des soldats et la gloire de l'état, doit être occupé tout entier, non seulement du salut de toute l'armée, mais encore de chaque combattant; parce que les malheurs qui peuvent arriver aux particuliers, se comptent parmi les pertes publiques, et lui sont imputés comme des fautes personnelles.
