Um genügend qualifizierte Mitarbeiter zu finden, nutzen Unternehmen eine Reihe von Instrumenten. Mitarbeiter können über Inserate oder durch Empfehlungen von Mitarbeitern gefunden werden. Auch die Berücksichtigung von Initiativbewerbungen kann bei der Besetzung von Stellen eine Hilfe darstellen. Eine weitere Art, um Mitarbeiter zu gewinnen, ist das Einschalten von Arbeitsvermittlungen für bestimmte Positionen. Ein Schritt, der über den Einsatz von Arbeitsvermittlung hinausgeht, ist die komplette Vergabe der Rekrutierung an externe Dienstleister. Das Vergeben von Personalaufgaben an eine Fremdfirma wird Human Ressource Outsourcing genannt und stellt eine Möglichkeit dar, Personal effizienter und auch kostengünstiger zu rekrutieren, als es intern möglich wäre. Das Human Ressource Outsourcing wird oftmals mit Kosten- und Leistungsvorteilen in Verbindung gebracht, ohne zu berücksichtigen, dass es darüber hinaus auch Signale ausstrahlen kann, die sich negativ auf ein Unternehmen auswirken können. In Zeiten des "War for Talents" können diejenigen Firmen einen Vorteil schaffen, die in der Lage sind, eine höhere Menge an qualifizierten Mitarbeitern zu finden. Die erste Phase der Rekrutierung stellt die Zeit dar, in der Firmen verschiedene Praktiken nutzen, um Bewerber dazu zu bewegen, sich bei einer Organisation zu bewerben. Führt man diesen Gedankenstrang weiter, so kommt man zu dem Ergebnis, dass die Entscheidung, seine Rekrutierung an externe Dienstleister abzugeben, eine Praktik darstellt, um geeignete Bewerber zu finden. Unter der Berücksichtigung des Human Ressource Outsourcings stellt sich die Frage, ob die Vergabe der Rekrutierung an eine Fremdfirma einen Einfluss auf den Rekrutierungserfolg besitzt.
