L'Empire, c'est la paix avait déclaré le futur empereur à Bordeaux, le 9 octobre 1852. Cette phrase lui a été beaucoup reprochée. S'il est vrai que les armées du Second Empire ont combattu un peu partout dans le monde sous le règne de Napoléon III, cela ne signifie pas que le neveu a voulu singer l'oncle et faire moisson de gloire militaire. Le plus souvent, la guerre fut vraiment pour lui un moyen de politique étrangère. Derrière les campagnes et les batailles, il y avait des projets qui n'étaient pas, en principe, de conquêtes. Napoléon III ne rêva jamais de dominer l'Europe par la force et d'y chevaucher à la tête de ses régiments. Ne se considérant pas comme un chef de guerre, il ne prit la tête des armées que parce que sa conception du métier d'empereur et son nom le lui imposaient. Les principes de sa politique extérieure furent en revanche contradictoires. Dans ce domaine aussi, faute d'une vraie synthèse de ses aspirations, Napoléon III connut l'échec. Généreux et visionnaire dans les principes, il se préoccupa peu des instruments classiques de la politique étrangère. Il ne fit pas confiance au personnel spécialisé pour la mise en oeuvre de sa politique. Enfin, il ne dota pas son Empire d'une armée assez forte pour faire face aux circonstances. En politique étrangère. Napoléon III évolua aussi en conspirateur. Il tenait souvent ses ministres à l'écart de sa réflexion et dévoilait ses projets au dernier moment. Cela lui valut des conflits avec les ambassadeurs ou les fonctionnaires des ministères. Les titulaires du prestigieux portefeuille, qu'il s'agisse de Drouyn de Lhuys (1852 puis 1862), Walewski (1855), Moustier (1866), La Valette (1868), La Tour d'Auvergne (1869 et 1870), Daru (1870) ou Gramont (1870), ne furent, la plupart du temps, que des exécutants. Le résultat de cette politique personnelle, définie sans concertation, fut brillant jusqu'en 1860, déclinant dans les années qui suivirent, enfin catastrophique en 1870...
