About the Author: Craig H. Allen is the Judson Falknor Professor of Law at the University of Washington, where he teaches maritime and international law. He is a retired Coast Guard officer and cutterman who formerly held the Charles Stockton Chair in International Law at the U.S. Naval War College and served as a Distinguished Visiting Professor of Maritime Studies at the U.S. Coast Guard Academy and a Visiting Professor at Yale Law School. He is the author of Farwell's Rules of the Nautical Road (8th edition, Naval Institute Press 2005) and Maritime Counterproliferation Operations and the Rule of Law (Praeger 2007) and serves on the Board of Editors for the Journal of Navigation and Ocean Development and International Law.
