Jhd. und die geistig ideellen Implikationen, die damit verbunden sind, verstehen zu können, ist es notwendig, den zeitgeschichtlichen Hintergrund, der zur Entstehung dieser Idee im 18. Jhd. geführt hat, zu erkennen. Kerngedanke der Aufklärung ist, daß der Mensch ein vernunftiges Wesen ist, das zur Selbstbestimmung fähig ist, sich individuell entwickeln und die Welt mit Mitteln des Verstandes begreifen, letztlich auch beherrschen kann. Aufklärerisches Gedankengut ist deshalb vielfältig mit dem Begriff Macht und mit der Vorstellung von übergreifenden allgemeinmenschlichen Dimensionen verbunden. Die Aufklärung ist dabei aber nicht als bürgerlicher Gegensatz zur Fürstenherrlichkeit des Absolutismus zu verstehen, wie es das 19. Jhd. getan hat. Aus dieser Konstellation ergibt sich das gemeinsame Interesse von Adel und Bürgertum an Bildung und Erziehung, Kunst und Wissenschaft. Während die Fürsten auf diese Weise versuchen, ihre Macht zu stabilisieren, tendiert das wachsende Selbstbewußtsein des Bürgertums dazu, eben diese Macht mit den Mitteln der Vernunft in Frage zu stellen. Dieser Prozeß der Emanzipation dauert in Deutschland bis weit ins 19. Jhd., denn nicht zuletzt die wirtschaftliche Potenz der Fürstenhöfe bleibt der politisch und sozial lange bestimmende Faktor und schafft dadurch erst die materiellen Voraussetzungen für eine Bildungs- und Kulturpolitik. Im Gegensatz zu Frankreich oder England ist Deutschland im 18. Jhd. in unzählige Kleinstaaten zersplittert und der Nationalgedanke ist eine abstrakte Größe, die aus der Sicht von bürgerlichen, intellektuellen und adeligen Kreisen, kaum politisch, aber kulturell angestrebt wird; der Reichsgedanke bleibt dem 19.
