I maiali Palla di neve, Napoleone e Clarinetto adattano le idee del Vecchio Maggiore in un «completo sistema di pensiero», che chiamano formalmente 'Animalismo', un allegorico riferimento dell'autore al comunismo, da non confondere con la filosofia animalista. Successivamente alla divulgazione di questo sistema di idee, Napoleone e Clarinetto contravvengono alle regole da loro stessi imposte (i «sette comandamenti») partecipando ad attività associate agli esseri umani, come bere alcol, dormire in letti e commerciare. Nel corso della narrazione, Clarinetto verrà incaricato di modificare i sette comandamenti per dar conto dell'umanizzazione della classe dei maiali, modifica che è un'allusione alla revisione della storia da parte del governo sovietico al fine di esercitare il controllo sulle convinzioni del popolo. I comandamenti originali sono: 1. Tutto ciò che va su due gambe è nemico 2. Tutto ciò che va su quattro gambe o ha ali è amico 3. Nessun animale vestirà abiti 4. Nessun animale dormirà in un letto 5. Nessun animale berrà alcolici 6. Nessun animale ucciderà un altro animale 7. Tutti gli animali sono uguali

Nel 1984 la Terra è divisa in tre grandi potenze totalitarie, Oceania, Eurasia ed Estasia, impegnate in una perenne guerra tra loro, il cui scopo principale è mantenere il controllo totale sulla società. In Oceania, la sede dei vari ministeri (Ministero della Pace, che presiede alla guerra, dell'Amore, che presiede alla sicurezza, della Verità, che presiede alla propaganda e al revisionismo storico, e dell'Abbondanza, che presiede all'economia) è Londra, facente parte della provincia di Pista Uno. Il potere è nelle mani di un partito unico, detto semplicemente il Partito, a sua volta diviso in Partito Interno (che comprende leader e amministratori) e Partito Esterno (formato da burocrati, impiegati e funzionari subalterni). I suoi occhi sono i teleschermi, televisori forniti di telecamera, installati per legge in ogni abitazione dei membri del Socing, che i membri del Partito Esterno non possono spegnere, ma di cui al massimo possono attenuarne il volume dell'audio. Questi televisori-telecamere, presenti ovunque, oltre a diffondere propaganda 24 ore su 24, spiano la vita di qualunque membro del Socing, annullando di fatto ogni possibile forma di privacy: in questo modo, il governo può osservare facilmente qualsiasi forma di comportamento...
