Das "Rote Hessen" galt einst als sozialdemokratisches Musterland. Auch die beiden Stadte Kassel und Frankfurt am Main standen fur die politische Dominanz der hessischen SPD. In beiden Stadten waren die Wahlerverluste im Zuge der Agenda-Politik Teil einer Entwicklung, die sich bereits ab den 1970er-Jahren andeutete. In diesem Zusammenhang zeigt Marc Meyer, dass die Verbindung von wachsender sozialer Ungleichheit und politischer Ungleichheit in Form von steigenden Nichtwahlerzahlen kein Automatismus ist, sondern auf den Erfahrungen der Wahler mit der konkreten politischen Mobilisierungsarbeit vor Ort beruht. Die Kasseler und die Frankfurter SPD waren dabei nicht bloss Opfer ubergeordneter Entwicklungen, sondern suchten die vielfaltigen soziookonomischen und gesellschaftlich-kulturellen Wandlungsprozesse aufzugreifen und aktiv zu gestalten. In der Tradition der alten Industriestadt versuchte die Kasseler SPD, industrielle Arbeitsplatze in der Stadt zu erhalten. Obwohl die Kasseler SPD sich bemuhte, verschiedene Wahlergruppen anzusprechen, verlor sie ihre traditionelle Stammwahlerschaft nie aus den Augen. Problematisch war vielmehr, dass die Partei daran scheiterte, die programmatischen Forderungen aus Sicht des Wahlers angemessen umzusetzen. Im Zuge des wirtschaftlichen Strukturbruchs hatte demgegenuber die Frankfurter SPD die "Finanz- und Dienstleistungsmetropole" als Zukunftsvision auserkoren. Im Spannungsverhaltnis zwischen traditionellen Stammwahlern und den sogenannten "neuen, ungebundenen Schichten" verlor die Frankfurter SPD ihre traditionelle Stammwahlerschaft aus dem Blick.
