Jahrhundert zwischen konstitutioneller Monarchie und parlamentarischem System, Sprache: Deutsch, Abstract: "Das monarchische Prinzip erfordert endlich vor allem und besteht vor allem darin, daß der Fürst Recht und Macht habe, selbst zu regieren." Wenn man die Schrift "Das monarchische Prinzip" von FRIEDRICH JULIUS STAHL aus heutiger Perspektive unbefangen liest, so gewinnt man schnell den Eindruck, darin der Argumentation eines zutiefst konservativen Politikers gegenüber zu stehen, der entgegen den Entwicklungen der Zeit auf die Beibehaltung der Monarchie als der "besseren" Staatsform setzt und diese Meinung mit romantisch verklärten Argumenten zu untermauern sucht: Immer wieder findet man die ausdrückliche Betonung des Monarchen "als einen Höheren, Mächtigern, frei Handelnden"; königliche Erklärungen, "... mündlich oder schriftlich, öffentlich oder privat, können keiner Schranke unterliegen. Wer da regieren darf und soll, der muss auch seine Gesinnung, in der er regiert und die er bei jeder einzelnen Maßregel hat, ausspre-chen dürfen" und "Er wird imstande sein, den Paroxismen der Zeit den unerschütterlichen Widerstand seiner bessern Einsicht entgegenzusetzen, und einen selbständigen Plan ... durch alle Anfechtungen zuletzt zur Erfüllung zu bringen." Dazu kommt, dass F. J. STAHL auf der anderen Seite von einer Mitarbeit der Stände an Regierungsgeschäften nichts Gutes zu erwarten scheint, und sie deshalb besser unter Kontrolle gehalten sehen will: "Haben die Stände den Staatshaushalt mit zu administrieren, ... so ist es nicht abzuhalten, dass sie ihn auch diktieren." Deshalb ist von Seiten der Regierung vorzusorgen, damit die Stände gar nicht erst "in die Lage kommen, der Regierung den Staatshaushalt oder vollends andere Wünsche d
