1 "The concept of external economies is one of the most elusive in economic literature. " Mit dieser Feststellung beginnt SCITOVSKY seinen Aufsatz tiber "Two concepts of external economies" und beim Studium der einschUigigen Literatur scheint sich dieser Eindruck zu bestatigen, wenn "einerseits z. T. mit ein und derselben Wortbezeichnung verschiedene Begriffsinhalte verbunden werden, andererseits aber auch z. T. verschie- dene Wortbezeichnungen mit gleichem Begriffsinhalt verwandt werden., 2 Nicht nur, daB Externalitaten sehr unterschiedlich beurteilt werden, tiber den Untersuchungsge- genstand selbst herrscht scheinbar eine "babylonische Sprachverwirrung" Soziale Kosten, unkompensierte EJfekte, Externalitaten, direkte und indirekte, technologische und pekuniare EJfekte, Kopplungswirkungen oder auch InterdependenzeJfekte bezeich- nen sowohl gleichartige als auch grundlegend verschiedene Phanomene in teilweise gegensatzlichen Argumentationszusammenhangen, die von neoklassischer Gleichge- wichtsanalyse, tiber entwicklungstheoretische bis hin zu institutionalistischen Ansat- zen reichen. Ohne mit lexikalischem Anspruch die einzelnen Wortbezeichnungen systematisch abhandeln zu wollen, solI deshalb zunachst nach den Theoriekonzepten gefragt werden, die sich in den diversen Begriffsdefinitionen manifestieren und die, wie sich zeigen wird, wesentlich zum geringen Erkenntnisgehalt neoklassischer Argumentationslinien beitragen. Nach einer ausfUhrlichen Darstellung des Gleichgewichtsansatzes und seiner problematischen Denkstrukturen werden wir im Ersten Kapitel darzustellen versuchen, welche theoretischen Intentionen sich letztlich hinter der andauernden Kontroverse urn Externalitaten verbergen. Es wird zu beweisen sein, daB fUr die Erkenntnis der Wirklichkeit dezentral gesteuerter Systeme nichts gewonnen ist, solange sich die Theo- riebildung darin erschOpft, a priori feststehende Auffassungen mitte1s konventionalisti- scher Argumentationsstrategien nachzuweisen.
